The most destructive force ever conceived by the mind of men, more destructive than chemical weapons, more devastating nuclear weapons, more virulent than biological weapons is bureaucracy.
The most deadly form of bureaucracy is church bureaucracy. The average bureaucrat deludes himself with the claim that he his not acting to extend his own despotic power but is in fact acting for the greater good of all. The church bureaucrat actually believes he is working his evil for God.

You hit the nailon the head -- it is the attempt in my opinion to legitimize the job they hold - most administrativly unnecessary.

I would put the idealist government bureaucrat on the same pedestal as church bureaucrat. The middle-manager government bureaucrats have a job that they just work, but put an idealist (know any political Messiahs, lately?) at the top who believes he is bettering the country by shackling it...that's pretty evil too.
Dan,I would disagree. It is the nature of the bureaucrat to seek power. J. K. Rowling's Delores Umbridge is the norm. The harmless but ineffective Arthur Weasley types are more the exception.
